Solutions Program

The Civil UAVs Initiative’s solutions program includes different projects that use unmanned vehicles to address a set of technological challenges, identified by the Xunta de Galicia, with the aim of delivering better public services and improving the quality of life of citizens.
It involves ten Public Procurement of Innovative Technology (PPIT) tenders that, in a period of two years, intend to develop products and services which already have a certain degree of technological maturity.

Geo-referenced dataset manager for data obtained by UAVs (TIERRA-1)
The objective of this project is to develop a platform that allows the integration of all geo-referenced data obtained, both from sensors on UAVs and on other sources, in order to make them easily accessible by different users that produce geographic information applications.
Management of a large volume of geo-referenced information (Geo Big Data) with different formats, characteristics and dates.

 

Management of flight information, weather conditions, work schedules, mission planning, etc.
Metadata design and standardisation of flight execution procedures, information management of UAV sensor calibration.

Adquisición, mantenimiento y automatización de bases topográficas y cartográficas mediante medios aéreos no tripulados. (TIERRA-2)
Acquisition, maintenance and automation of topographic and cartographic databases obtained using unmanned aircraft (TIERRA-2)
This is a technological solution capable of developing and updating the drawings and maps of Galicia using data obtained by unmanned vehicles and other marine and terrestrial air vehicles.

The solution developed will include improved and novel functionalities for currently used systems that, among others, will permit the generalisation of cartography, format transformation, conversion to data models, edition of LiDAR point clouds, production of digital terrain models and storage in databases.

Seguimiento de las dinámicas de ocupación del suelo y ayuda a la planificación territorial mediante el uso de vehículos aéreos no tripulados. (TIERRA-3)
Monitoring of land use dynamics and aid to territorial planning using unmanned aircraft (TIERRA-3)
The objective of this project is to design and develop a solution that permits production of information on land cover and uses, as well as a set of tools to support territorial planning from data obtained by airborne sensors on UAVs.

This application must be able to integrate different types of data sources and process them to produce land use databases, i.e. it must provide cartographic technicians the use of a set of applications to automate data capture and information analysis.

Proyecto Tierra-4: Aplicativos de información geográfica para la gestión y control forestal (TIERRA-4).
Solutions for forest management and control through use of UAVs (TIERRA-4)
The objective of this project is to design, develop and implement a solution for the generation of geo-referenced information on forest cover, phytosanitary status of forests, and the use and characteristics of forestland, using data captured by airborne sensors on UAVs as well as on other airborne and terrestrial vehicles.
Data capture and processing (processing, editing, analysis) for forest inventory by species

 

Aerial inspection and control of fuel breaks, particularly in safety zones near urban centres.
Know the phytosanitary situation in the Galician forests and use UAVs to control three pests that are of most concern to the Galician forestry sector: pine processionary caterpillar, pine wood nematode and eucalyptus defoliator.

Strengthen maritime safety of the Galician fishing fleet and follow-up its activities using unmanned aerial and marine vehicles (MAR-1)
The aim of this project is to design, develop and provide a solution that permits the Galician Administration agencies to have an enhanced service that provides a joint response to the safety needs of the Galician fishing fleet and control its activity.
Improving fleet safety through continuous monitoring.
System to aid decision making.
Platform for integrating and recording the information received from the onboard equipment.
UAV and/or USV system designed for early warning vehicle deployment.
System for processing and generating alerts.

Automatización de muestreos oceanográficos mediante vehículos no tripulados. (MAR-2).
Automatic oceanographic sampling service using unmanned vehicles (MAR-2)
The objective of this project is to design, develop and implement a technological solution to provide the Galician government agencies responsible for controlling the different water bodies, with an improved sampling and data collection service based on new technologies and the use of autonomous aerial and aquatic vehicles.

Monitoring and permanent control of water conditions and quality is of particular importance and affects economic environments that are fundamental to the Galician economy: fishing, shellfish harvesting and aquaculture, public health and tourism (quality of bathing waters, management of cyanobacteria proliferation in reservoirs), environment (effluent discharges), among others; this being especially important in sea waters, due to the very important socio-economic activity that it represents in our community.
Four departments of the Xunta de Galicia participate in this project, and is an example of interdepartmental coordination for the benefit of the public.

More economical (it will significantly reduce costs of current water quality control and monitoring programs).
More intensive (enables greater data collection frequency).
More efficient (ability to operate in adverse weather conditions).

Cardioprotection service on a stretch of the Camino de Santiago using unmanned aerial vehicles interconnected with the 061 emergency services
This project envisages the creation of a comprehensive Cardioprotection service on a stretch of the Camino de Santiago through unmanned aerial vehicles (UAVs) interconnected with 061 emergency services.

The need for this solution stems from the responsibility entrusted to the Xunta de Galicia’s health services to assist any type of health emergency that arises in the community. The use of unmanned vehicles will allow a rapid response to a very frequent time-dependent pathology, such as cardiac arrest (CA), in areas with difficult access.

This initiative makes Galicia a pioneer at national and European level, with a system that will enhance timely assistance to pilgrims suffering from cardiac arrest.

An integrated system will be developed with the 061 Coordination Centre, which upon receiving possible cardiac arrest calls, will provide urgent healthcare by quickly sending an electrocardiograph device and defibrillator, via UAVs.
The defibrillators are easy to use. A physician or assistant nurse from the 061 Coordination Centre will guide the person accompanying the patient at all times.
This initial assistance will be supplemented by the usual intervention established by protocol in this type of pathology.

Development and demonstration phase of a geo-referenced information management system for the control of agricultural activity in Galicia within the framework of the PRIMARE Advanced Intelligent Inspections project.
The aim of the three tenders published by AMTEGA within the framework of the Civil UAVs Initiative is to solve a unique challenge: automatic inspection of aid provided under the Common Agricultural Policy (CAP).

The first solution will permit the management of geo-referenced geographical, territorial and agro-environmental information required for the control of agricultural activity, by integrating data captured by sensors fitted on unmanned aerial vehicles and on other technological devices.

This system will capture quality images of agricultural plots for further processing, and crop management data such as ground height, crop height and moisture content.

Development and demonstration phase of an agricultural plot information processing system in Galicia within the framework of the PRIMARE Advanced Intelligent Inspections project.
The aim of the three tenders published by AMTEGA within the framework of the Civil UAVs Initiative is to solve a unique challenge: automatic inspection of aid provided under the Common Agricultural Policy (CAP).

This project is designed to create an agricultural plots information processing platform, which will permit downloading of geographical data that identify plots, their topographical morphology, crops and other data obtained through sensors onboard UAVs and other devices.
All this information will be stored on a platform that can be usefully exploited both by the Administration and by agents from the primary sector. Based on these data, different applications will be developed aimed at improving and optimising production and digital tracking of plots and crops.

Development and demonstration of an expert system for automated and intelligent control of agricultural activity associated with the Common Agricultural Policy (CAP) aid, within the framework of the PRIMARE Advanced Intelligent Inspections project.

The aim of the three tenders published by AMTEGA within the framework of the Civil UAVs Initiative is to develop technologically innovative solutions to resolve a unique challenge: automatic inspection of aid provided under the Common Agricultural Policy (CAP).

More specifically, this third solution focuses on the design and implementation of an intelligent system to automate field work and decision-making linked to EU aid in Galicia.

Based on the information obtained with the above solutions, this system will help differentiate the types of agricultural plots and allow technicians to make decisions without always having to physically move to the plot.
